Colourization Way Two:
In this tutorial I will show you how to colourize parts of an image.Before:

Step One:
Open your image in PSP. Then click the arrow beside the Lighten/Darken tool, and select "Change to Target".
Step Two:
Select a colour from the "Materials" tab. I chose blue.
Step Three:
Now draw on the image and it should change colour!
